Rank titles are those printed in the 2026 tables. Every service on the same pay row gets the same base pay. Your Notice of Base Pay Adjustment (NOBPA) shows your exact rate (NBC 600, item 6.1).

Who is covered

The base pay schedule applies to all military personnel of the Armed Forces of the Philippines (AFP) under the Department of National Defense, and to the uniformed personnel of the Philippine National Police (PNP), the Philippine Public Safety College (PPSC), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP) under the DILG, the Bureau of Corrections (BuCor) under the DOJ, the Philippine Coast Guard (PCG) under the DOTr and the National Mapping and Resource Information Authority (NAMRIA) under the DENR (NBC 600, item 3.0). It is separate from the salary grade schedule for civilian government employees, which does not cover military and uniformed personnel (DBM NBC 601, item 4.1).

The three tranches: 2026, 2027 and 2028

Executive Order No. 107, s. 2025, signed on 3 December 2025, updates the base pay schedule in three steps: from 1 January 2026, 1 January 2027 and 1 January 2028. DBM National Budget Circular No. 600 (13 January 2026) implements the first: each incumbent's monthly base pay as of 31 December 2025 moves to the rate for their rank in Annex A from 1 January 2026 (item 4.0), and each gets a Notice of Base Pay Adjustment showing the new rate, the old rate and the difference (item 6.1). Overpayments must be refunded (item 6.2). The cost of the 2027 and 2028 steps goes into the National Expenditure Program each year (EO 107, Section 5).

By our own calculation, not a rule stated in the documents, each tranche adds about 5% of the 2019 rate at every rank: on average 5.0% above 2019 in 2026, 10.0% in 2027 and 15.0% in 2028, give or take a few pesos of rounding. So a Patrolman's base pay goes ₱29,668, ₱31,151, ₱32,634, ₱34,119.

Base pay only: what these figures leave out

  • Subsistence allowance: ₱350 a day for all military and uniformed personnel from 1 January 2026 (EO No. 107, s. 2025, Section 4; DBM NBC 600, item 5.0). A 30-day month at that rate is ₱10,500. The documents set a daily rate and do not state the rate before 2026.
  • Hazard pay: the 2019 circular fixed it at ₱540 a month (DBM NBC 576 (2019), item 5.0). EO 107 and NBC 600 do not mention hazard pay, so we cannot confirm the 2026 rate from them.
  • Other allowances and pay set by other laws and issuances are not in these tables, and neither are deductions.
  • Pension: EO 107 (Section 6) sets up an inter-agency technical working group of DBM, the Department of Finance, the Bureau of the Treasury and GSIS to review the military and uniformed personnel pension system and report to the President within 180 days. It does not change pensions itself.

Old and new PNP rank titles

The 2019 schedule (NBC 576) uses the old PNP titles. The 2026 to 2028 tables use the new ones. The pay row ties the two together, so a Police Officer I in the 2019 table and a Patrolman in the 2026 table are on the same row.

Director General Police General ₱149,785 ₱157,274

Monthly base pay. BFP and BJMP titles are the same in both tables. Cadet keeps its title.

Other changes between the tables: the 2026 to 2028 tables add a separate Philippine Navy column (the 2019 table had one DND column); BuCor's ranks stop at Corrections Chief Superintendent and NAMRIA's at Commodore (the 2019 table also listed BuCor's Deputy Director General and Director General and NAMRIA's admiral ranks); and the Coast Guard's Candidate Coast Guardsman, listed on the Candidate Soldier row in 2019, is not in the new tables.

Limits

  • Base pay only. Allowances other than the subsistence allowance, any other pay set by separate laws and issuances, and every deduction are left out.
  • No take-home pay is shown on purpose. Military and uniformed personnel contributions and tax treatment differ from those of civilian government staff, and we hold no official source for them, so the take-home method on our salary grade page does not apply.
  • The 2027 and 2028 rates rest on one source, the scanned Executive Order No. 107; DBM has not yet issued circulars for those tranches. We will check them against the circulars when they come out.
  • The ₱540 hazard pay is the 2019 figure: EO 107 and NBC 600 do not restate it.
  • Rank titles are as printed in the documents. Neither cites the law behind the new PNP titles.
  • The roughly 5% a tranche pattern is our own observation from the tables, used only as a check on the figures.
