The key figures
| What | Figure | Source |
|---|---|---|
| Average gross pay, all jobs (October 2025) | £39,510.90 a year | Statistics Office, Employment Survey Report 2025 |
| Retail price inflation (year to 1 July 2026) | 2.7% | Statistics Office, Index of Retail Prices |
| Households renting privately (Census 2022) | 14.3% | Census of Gibraltar 2022 |
| Minimum rental for an employee's residence permit | 12 months | HM Government of Gibraltar, residency portal |
| Residence permit fee | £250 | Residency Regulations 2026 |
Moving to Gibraltar now means applying for a residence permit under the rules in force since 14 July 2026: as an employee, a job paying at least the Gibraltar average (currently £37,500) on a contract of a year or more, and a home bought or rented for at least 12 months. Housing is the hard part: newcomers can’t get Government or affordable housing, there are no official rent figures, and only 14.3% of households rented privately at the last census. That’s one reason about 16,000 people who work in Gibraltar live across the border in Spain.
The steps, in order
- Get a job offer. British, EU, EEA and Swiss nationals don’t need a work permit; others need one from the Department of Employment before starting (jobs in Gibraltar).
- Find a home: buy, or sign a rental of at least 12 months (not a holiday let) as your main home.
- Apply for a residence permit through the residency portal: £250, valid for a year, renewable for £20; a residence card is issued once it’s approved. Details: Gibraltar residency.
- Sort out tax and social insurance: your employer deducts income tax through PAYE and social insurance of 10% (see tax in Gibraltar).
Housing
| How Gibraltar’s households lived (Census 2022) | Households | Share |
|---|---|---|
| Owner-occupied | 5,787 | 39.9% |
| Government-rented | 4,798 | 33.1% |
| Private-rented | 2,069 | 14.3% |
| Co-ownership (affordable schemes) | 1,627 | 11.2% |
From the Census of Gibraltar 2022 (the table leaves out a small number of other arrangements). Government and affordable (50/50) homes are for long-term residents: the waiting list needs 15 years’ residence (Housing Department), and the Government’s residency policy paper lists public and affordable housing among the “benefits which will not arise from residence”. So a newcomer rents privately or buys. The Statistics Office doesn’t publish average rents or house prices; any figure you see comes from agents’ listings.
Prices and pay
- Inflation: the Index of Retail Prices stood at 203.04 on 1 July 2026, 2.7% higher than a year earlier (Statistics Office).
- Tax on spending: no VAT, but since 15 July 2026 a Transaction Tax of 15% has replaced import duty.
- Pay: average gross earnings were £39,510.90 a year (October 2025), £43,276.40 for full-time jobs. On average pay, take-home is about £29,522 a year after income tax and social insurance (our calculation, see tax in Gibraltar). The minimum wage is £10.00 an hour.
The alternative: live in Spain
In September 2026, 15,991 people living in Spain worked in Gibraltar. Since the UK-EU treaty began to apply on 15 July 2026, there are no routine checks at the land border. Living in Spain changes your tax: Spain taxes its residents on worldwide income, with credit for tax paid in Gibraltar. You don’t need a Gibraltar residence permit to work there, but non-EU nationals still need a work permit and the right to live in Spain. See frontier workers.
Limits
There are no official figures for rents, house prices or a cost of living comparison with the UK or Spain, so this page doesn’t give any. Everything here comes from Gibraltar Government sources as of 28 October 2026.
Questions
Can I move to Gibraltar from the UK?
Yes, but you need a residence permit under the rules in force since 14 July 2026. As an employee that means a job contract of at least a year paying at least the Gibraltar average (currently £37,500), a home bought or rented for at least 12 months, and being 55 or under, unless an exemption applies. British citizens can start work without a work permit while the residence permit is processed.
What is the cost of living in Gibraltar?
Gibraltar's Statistics Office measures prices with the Index of Retail Prices, which rose 2.7% in the year to 1 July 2026. It doesn't publish average rents. Average pay was £39,510.90 a year in October 2025, and there's no VAT, although a 15% Transaction Tax replaced import duty in July 2026.
How much is rent in Gibraltar?
There are no official rent figures: Gibraltar's Statistics Office doesn't publish average private rents. In the 2022 census only 14.3% of households (2,069) rented privately; most owned their home or rented from the Government. Government and affordable housing aren't open to new residents, so newcomers rent privately.
Is it better to live in Spain and work in Gibraltar?
Many people do: 15,991 frontier workers lived in Spain in September 2026, and since 15 July 2026 there are no routine checks at the land border. Living in Spain means you're usually taxed in Spain on your worldwide income as well as in Gibraltar on your pay, with credit for the Gibraltar tax.
